The Rivers State House of Assembly has confirmed Mr Emmanuel Onengiye-Ofori Frank-Fubara as a commissioner-designate. The clerk has been directed to inform Governor Siminalayi Fubara of the confirmation for possible swearing-in.

Governor Fubara sent a letter to the Speaker, Honourable Victor Oko-Jumbo, requesting the confirmation in accordance with Section 192 of the 1999 Constitution. During the screening, Frank-Fubara highlighted his 26 years of legal practice and experience on various boards and committees.

Following the confirmation, the House debated two bills: the Rivers State Emergency Management Agency Bill, 2024, and the Rivers State Transport Company Reform Bill, 2024. Both bills passed second readings and were sent to committee stage for further examination, with instructions to conduct public hearings and report back in two weeks.
