Reps Probe Alleged Illegal NIN Linkage by Telecom Providers

The House of Representatives has directed the Nigerian Communications Commission (NCC) to investigate the unauthorised and illegal linking of National Identification Numbers (NINs) to phone lines by telecom service providers without users’ consent.

The directive to the NCC followed the adoption of a motion sponsored by Hon. Patrick Umoh and Prof. Julius Ihonvbere at the plenary session yesterday.

Moving the motion, Umoh expressed concern over reports that telecom service providers in Nigeria have been linking NINs to phone lines without the consent of subscribers, thereby exposing them to identity theft, financial fraud, and other cybercrimes. He argued that this practice violates the Nigeria Data Protection Act, 2023, and the Nigeria Data Protection Regulation (NDPR) 2019, both of which guarantee Nigerians the right to privacy and data protection.

He highlighted that the NIN system was introduced to streamline identity verification and enhance national security. However, the unauthorised linkage of NINs has subjected legitimate users to significant risks, including wrongful implication in criminal activities, reputational damage, harassment, and legal challenges.

Following deliberations, the House resolved to:

  • Urge the NCC to investigate the allegations and take immediate action against any telecom service provider found culpable.
  • Direct the National Identity Management Commission (NIMC) to confirm whether telecom operators were authorised to conduct such linkages and whether they complied with relevant laws and regulations.
  • Mandate its Committees on Communications and Interior to conduct a thorough investigation and report back to the House within four weeks.
