House Launches Probe Into National Health Insurance Scheme Failures
The House of Representatives has launched a probe into the implementation of the National Health Insurance Scheme (NHIS), following widespread public dissatisfaction and operational lapses by Health Maintenance Organisations (HMOs).
The resolution was passed on Tuesday after a motion of urgent public importance was raised by Hon. Billy Osawaru.
Osawaru noted that the NHIS, established in 1999, was aimed at providing Nigerians with access to quality healthcare without financial hardship. The scheme is now governed by the National Health Insurance Authority (NHIA) Act, 2022, which mandates compulsory health insurance for all citizens and residents.
Despite its intent, the lawmaker said the scheme has been marred by inefficiencies, low enrolment, and substandard service delivery. Only about 5% of Nigerians are currently enrolled.
“Even those enrolled report poor care, drug shortages, frequent stockouts, and continued out-of-pocket expenses,” he said.
Osawaru noted that underfunding has also affected the timely disbursement of payments from HMOs to hospitals, sometimes leading to avoidable deaths. He highlighted other failings including inadequate diagnostics, refusal to cover essential surgeries, and restricted drug options.
The House subsequently directed the NHIA Director-General to appear before the Committee on Healthcare Services. It also mandated joint Committees on Healthcare Services and Health Institutions to investigate the NHIS’s performance and recommend solutions.
